How does an
industrial area
know sooner?

Reimagining environmental monitoring as human-governed, AI-assisted intelligence for Malaysia’s industrial areas.

Original proposal · 2019
Reimagined by MAKMAL · 2026

01 · The context

Industrial Malaysia

2019 · The original proposal

Originally presented to Malaysia’s Department of Environment (Jabatan Alam Sekitar) in 2019, the Thunderworks Automation proposal explored environmental monitoring for industrial areas, with Pasir Gudang as its original context.

2026 · Reimagined by MAKMAL

Alarm Sekitar is MAKMAL’s 2026 reimagining of that foundation, exploring AI-assisted investigation, coordinated response and the experience of the people making decisions.

Factories. Data centres. Workplaces. Schools. Homes.

People should not be the first warning.

BBC report: Malaysia air pollution — schools shut after illness hits children
Malay Mail report: Rawang residents fed up with years of pollution from a nearby factory
South China Morning Post report on residents raising dust and water concerns around data-centre construction in Johor
The Star report: Sungai Semenyih odour pollution traced to an unlicensed recycling facility
Different places.Same pattern: people find out after the harm becomes visible.

The missing layerShared intelligence
+ orchestration

The signals exist. What is missing is a system that can continuously connect them, prepare the next move and bring people in at the right moment.

03 · The shift

A reading is not yet a response.

Installed foundation · Field evidence

Thunderworks Automation

The monitoring infrastructure already exists.

The opportunity is to connect field evidence with operational context, AI-assisted investigation and accountable human response.

From installed stations to shared environmental intelligence.

04 · The proposition

Alarm Sekitar

From environmental monitoring to environmental operating intelligence.

Fixed and mobile monitoring connect air, sound, heat, water and dust with operational context. AI-assisted analysis helps investigate change and prepare response options—while the operations centre retains authority.

05 · One environment

Different decisions

The system investigates broadly.
Each person sees what they need.

One incident moves through three levels of attention: operational evidence, AI-assisted investigation and approved public guidance.

Complexity stays inside the system. Clarity reaches the person who must act.

06 · The response loop

From signal to action

An alert is useful only if it changes what happens next.

One incident. Six controlled transformations. Every handoff leaves evidence behind.

01 · 14:08Monitoring

Detect

Two environmental vectors move beyond their local baselines.

02 · 14:11AI-assisted

Investigate

Evidence is checked against weather, history and site activity.

03 · 14:16AI-assisted

Recommend

Three response options are prepared with evidence and trade-offs.

04 · 14:18Human

Approve

An accountable operator reviews the case and decides what happens.

05 · 14:20Network

Coordinate

Approved tasks and guidance reach every affected party.

06 · AfterSystem

Learn

The incident strengthens the baseline and the next response playbook.

The system carries the complexity. People retain the authority.

07 · The opportunity

Across industrial areas

The risks will keep changing.
The operating model does not have to.

Across industrial estates, data-centre clusters, logistics hubs, utilities and construction zones, AI-assisted environmental intelligence can help people know sooner and respond with evidence.
